颱風過後，災區裡的災民仍在等待救援，災區外卻為了這次救災行動夠不夠快吵得不可開交。我沒有足夠的資訊，所以也沒有資格判斷這次的行動快不快。但是劉兆玄院長在12日受訪時，說九二一大地震後是在9月28日才開始啟動全面救災（受訪錄影在此），就讓我忍不住要說話。
九二一大地震發生後，一直打不通卓蘭老家的電話，所以天亮後我就從台北趕回去。中午以前抵達卓蘭，就在卓蘭分駐所前面空地看到幾十個阿兵哥在整隊了（卓蘭鎮當地本來是沒有駐軍的）。兩天後，我進到災情更嚴重的東勢找我兩個姑姑，那時的東勢國小中庭到處都是災民，但是走廊上也堆滿各地湧來的救援物資。如果真的是28日才啟動全面救災，我看到的是什麼？
台中市政府網站上的九二一資料館，提供了中央震後處理情形和支援單位救災情形的資訊，很清楚可以看出全面救災絕對是28日之前好幾天就啟動了。胡市長應該不會提供假資訊來吐劉揆的槽吧！

I guess besides not knowing there’s military airbase in Taoyuan, he doesn’t know some helicopters can be mid air refuel, not to mention USMC now has V-22 Osprey
The CH-53E that Taiwan is asking USMC to send to Taiwan to help out relief effort. Well, not that long ago, US President Bush Jr. did offer to sell MH-53E to Taiwan. If not for pan Blue parties blocking the funding and budget for so many years, those MH-53E would be in ROCN service by now and would be able to use in the relief efforts…..
Cause and effect. Pan Blue camp blocked those military purchases for so long, now they are the ones enjoying the bitter after taste…
Both of CH-53E and MH-53E had been out of production many years ago. What ROCN wanted was MH-53F (USMC and Sikorsky numbered it as “F” around 2003), and such new designed helicopter is in existence on paper so far. Just my observations almost two weeks after the typhoon, after checking with my parents in Taiwan and reading news and watch TV reports. I’m not saying military aren’t doing their job. They are doing the best they could, once the orders comes down from the top, but ROC military are limited in their current way of doing things in current system. The thing is, maybe the system is broken, in term of communication between local government and the central government. But maybe ROC military has to be proactive also. Instead of waiting and waiting for local government to give them what they need and wants, shouldn’t each county could have a military liaison officer within each county that can talk to local military commander directly and keep them up to date on the local and big picture of the rescue operations and needs?
ROC military does have reserve command already in each town and county in Taiwan. So why not activate them as emergency/crisis team within that town and county, and able to keep the area military commander up to date on all information on rescue and relief operations, serve as another channel of information that the military command would know the picture well and can respond quickly when the orders come down from the top, no longer has to send more people out to find out what’s what in where and how in term of rescue operations, and waste more time.
I know the local reservist command doesn’t really come under the local active military commander’s in peace time or even wartime control, but all the pieces are there, and they should be able to serve their functions successfully. After all, they are local in that town or county, and they know all the local government officials, and this kind of resources should be used in time of needs. Besides, this would be a good way to test the reservist system in real crisis, not just in pre-planned dress up exercises of call up reservists.
I think the problem is not the lack of a system. It is about execution. Unfortunately Regional Adminstrator Ma wanted to create still another system in the wake of this disaster.
Perhaps the delay was due to some “sensitive items” having been located in the remote mountains that washed away. Has anyone else considered this possibility?
ONE ROC Army helicopter immediately flies over the area, assessing the situation, and not providing any relief effort. Ma delays widespread relief by the militay for three days (unstable ground conditions, more landslides expected) before publicly stating that Taiwan is asking for heavy helicopters (and will accept only the USA’s, not China’s offer). I suggest that his hands were tied at the time.

雖當天未前往救災而由新社駐地單位逕自至中部災區進行各項任務,
但當天軍方即已有動作看出,
這個政府實在是神經遲緩到了極點！
