美國政府行政部門終於把對台的幾項軍售案送交國會。過去國內報紙對這些軍售的項目做了不少深入精闢的分析，我們在此回顧一下，也感謝編輯和記者為了讓大家得到第一手消息所做的努力！

台灣向美提出六十六架F-16C/D型戰機採購案，軍方高層透露，這項軍購案在美國五角大廈同意後，空軍業已加速完成建案，日前並送國防部核准，同時正式編入明年度國防預算中，目前正待行政院審查。

據指出，前國安會副秘書長蔡明憲，在今年六月底率領包括國防部副部長柯承亨、副參謀長王立申上將等軍方要員赴美參加年度蒙特瑞會談時，我軍方代表已與美方在會外非正式場合敲定F-16C/D型戰機採購案，五角大廈隨後也已正式批准這項最新的對台軍售案。

波音擁抱大陸 售台阿帕契生變（吳明杰／台北報導）
據了解，美國波音公司因連年接獲中共大批民航機訂單，並評估台灣已無多大商機，今年初已通知某位曾在ＡＩＴ駐台辦事處任職的波音駐台代表，直接轉往東南亞開拓市場。這形同宣告，波音已放棄價值至少四百億以上的國軍攻擊直升機案，也就是陸軍原希望獲得的AH-64D阿帕契直升機，未來可能直接被貝爾公司生產的AH-1Z機型所取代。

陸軍先前突然傳出，因為作戰型態轉變，陸軍為強化特種作戰，因此已暫緩原本今年應列入優先軍購項目的攻擊直升機案，並將以運兵直升機改列優先採購項目。據了解，除作戰需求考量外，背後與波音公司的市場轉向政策也有不少關係。

另陸軍原本高度期望的AH-64D阿帕契攻擊直升機，也因生產該型直升機的廠商波音公司，在近年為了顧及更龐大的中國大陸民航機商機，早已沒興趣做對台區區只有幾百億的攻擊直升機生意。消息人士說，阿帕契直升機的採購同樣也只是台灣一廂情願，這項軍購案被五角大廈送交國會審議的機會也很渺茫。
Doesn’t the “Big Reporter” understand the approval process at all? You don’t need just DoD approval, but State Department’s, plus White House’s final approval, before able to send the request to US Congress.
As for the 90 or so Black Hawk mid size general transport helicopters deal, since it is expected AIDC will be assembled them in Taiwan, this means the deal isn’t likely to be a simple FMS, but a Direct Commercial Sales contract, which would require a direct State Department announcement and approval since it involves tech transfer that needs review.
And the 8 submarines deal, Taiwan only provided/approved some money for the feasibility study, that means we have to wait for US Navy to begin and then finish the feasibility study first, which might take year(s). Since the feasibility study isn’t a weapon sales or tech transfer, of course it won’t be list as such in notice to Congress.

Maybe I should start calling MND as Regional Self Defense Force to get even with them!!!!!
When the Blackhawk sale is announced, it will prove our Big Reporter is wrong again. Let’s wait and see.
