
In the post MN Air Guard Museum to Lose Its A-12, I wrote that the A-12 had nothing to do with Taiwan. Actually I was kindof hesitant when I was writing because I had no proof. So I dug into my archive trying to find anything that could show otherwise. Though I have not discovered anything explicitly stating Taiwan was involved, I found a document titled OXCART Deployment Proposal, which was prepared in 1966.
The proposed deployment was later materialized as Project BLACK SHIELD, staging out of Kadena AFB on Okinawa. The primary target was North Vietnam; North Korea was added to the target list in the wake of the Pueblo incident. However, the original proposal identified South China as the major target for the deployment.
The proposal also summarized potential reactions of countries at stake in Section IX. China, North Vietnam, Soviet Union, and Japan were all explicitly mentioned. But paragraph E was censored in the document declassification process. This paragraph is considerable longer than others in Section IX. Which other country might have reactions at that time and is sensitive enough for the US government not to reveal in 2004? I am leaving the question to you. (Click the images below to enlarge.)

The list shows diversions but is not complete. The first ever SR-71 operational mission staging out of Kadena on March 21, 1968, ended with a diversion to CCK due to heavy fog over Kadena.
