I found several additional US Government documents regarding Taiwan’s early attempt to acquire the ship-launched Harpoon missile. Since I am not a ship guy, I am releasing these documents to those of you who may be interested in this topic. Please follow the hyperlinks below for the .pdf documents:
Document 1 PSMM CO-PRODUCTION PROJECT, dated May 20, 1974: Tacoma Boat Company applied for export license of seven Mk 5 Patrol Ship Multi-Mission (PSMM) for Taiwan. State Department approved the sale of only five ships at the time. Taiwan requested to buy both Standard and Harpoon missiles.
Document 2 PSMM CO-PRODUCTION PROJECT, dated May 29, 1974: Taiwan desired five Harpoon systems with four canisters each. US country team in Taiwan recommended approval of the sale.
Document 3 PSMM CO-PRODUCTION PROJECT, dated June 7, 1974: Taiwan delayed signing the contract with Tacoma Boat Company due to budgetary reasons.
Document 4 ROC CHOOSES TACOMA PSSM, HARPOON MISSILE, dated August 22, 1974: Taiwan decided to purchase two Mk 5A ships from Tacoma Boat Company, one to be built in US and the other in Taiwan. Taiwan told that the Gabriel missile had not been considered. [Ed: This is a lie.] US country team reiterated the previous recommendation.
Document 5 SECURITY ASSISTANCE ASSESSMENT, FY 76-81, dated April 2, 1975: This is a very long document. See Paragraph 19B(2) for Harpoon related information. Taiwan has obtained clearance from US to purchase five PSMM. Taiwan will buy Israeli Gabriel missile or Italian Otomat missile if the Harpoon missile is not released. [Ed: Taiwan later bought the Gabriel missile because USG denied the sale of Harpoon.]
Taiwan eventually purchased only two Mk 5 PSMM. The one built in US is PGG601 龍江號, while the second ship, built in Taiwan, is PGG602 綏江號.
Well, Taiwan never did installed Gabriel missile on the 2 PGG 601 & 602. Taiwan did put 4 HF-1 on both missile boat. HF-1 is illegally reversed engineered Gabriel missile, without the auto locked on ability of Gabriel or the missile altimeter. The HF-1 missile operator has to keep the missile “focus” while also have to make sure the missile isn’t flying too low…..
