On January 9, 1945, forty-six B-29 took from four airfields around Chengdu, ROC, and thiry-nine of them dropped 293 tons of bombs on Kiirun (Keelung) with unobserved results.  That job completed, operational planners picked Shinchiku (Hsinchu) Airdrome as the primary target of the next mission, with Kagi (Chiayi) and Heito (Pingtung) as the alternative.  On January 14, a wing commander made the last-minute decision on the basis of reports from a weather scout and chose Kagi as the primary target.
