Before this fateful mission, Chen had flown three other operational missions in the U-2, including the first ever Blackcat mission GRC-100.  But unlike his first mission,  whose aim was to collect intelligence on the development of Chinese long-range missiles in Central China, the second mission Chen flew, GRC-115, was to cover the coastal provinces of East China.<\/p>\n<p>\u4e2d\u5171\u57281962\u5e749\u67089\u65e5\uff0c\u9996\u5ea6\u4ee5\u5730\u5c0d\u7a7a\u98db\u5f48\u64ca\u843dU-2\uff0c\u98db\u884c\u54e1\u9673\u61f7\u6b89\u8077\u3002\u5728\u9019\u6b21\u6b7b\u4ea1\u4efb\u52d9\u4e4b\u524d\uff0c\u9673\u61f7\u53e6\u5916\u57f7\u884c\u904e\u4e09\u6b21U-2\u5075\u5bdf\u4efb\u52d9\uff0c\u5305\u62ec\u9ed1\u8c93\u4e2d\u968a\u7684\u9996\u6b21\u4efb\u52d9\u3002\u4e0d\u904e\u9673\u61f7\u7684\u7b2c\u4e8c\u6b21\u4efb\u52d9\uff0c\u4e26\u4e0d\u662f\u5230\u4e2d\u570b\u5167\u9678\u53bb\u8490\u96c6\u4e2d\u5171\u767c\u5c55\u9577\u7a0b\u98db\u5f48\u7684\u60c5\u5831\uff0c\u800c\u662f\u5075\u5bdf\u6d77\u5cfd\u5c0d\u5cb8\u7684\u7701\u5206\u3002<\/p>\n<p>In early 1962, thousands of hungry Chinese refugees fled to Hong Kong, which helped convince President Chiang Kai-Shek that time was ripe to launch military operations against China and win back some coastal provinces.  In response, the Chinese Communist Party issued the <b><i>Instructions about Crushing KMT Troops Invading Southeast Coastal Areas<\/i><\/b> (\u95dc\u65bc\u6e96\u5099\u7c89\u788e\u570b\u6c11\u9ee8\u8ecd\u9032\u72af\u6771\u5357\u6cbf\u6d77\u5730\u5340\u7684\u6307\u793a) to the Chinese people on June 10.  Its military then moved troops to Fukien Province opposite Taiwan.  <b><i>Special National Intelligence Estimate<\/i><\/b> (SNIE) 13-5-62, dated June 20, stated that the Chinese Communists had moved seven army divisions, with possibly five more on the way, across the Strait from Taiwan, representing &#8220;the largest such movement since the Korean War.&#8221; <\/p>\n<p>1962\u5e74\u6625\u5929\uff0c\u8523\u4e2d\u6b63\u7e3d\u7d71\u770b\u5230\u5927\u9678\u653f\u5c40\u52d5\u76ea\u4e0d\u5b89\u3001\u7d93\u6fdf\u9677\u5165\u5d29\u6f70\u7684\u908a\u7de3\uff0c\u8a8d\u70ba\u9019\u662f\u5929\u8cdc\u826f\u6a5f\uff0c\u65bc\u662f\u7a4d\u6975\u6e96\u5099\u4ee5\u8ecd\u4e8b\u53cd\u653b\u5927\u9678\u3002\u4e2d\u5171\u7576\u7136\u5c0d\u65bc\u8523\u7e3d\u7d71\u7684\u4f01\u5716\u6709\u6240\u53cd\u61c9\uff0c\u6bdb\u6fa4\u6771\u57285\u6708\u7dca\u6025\u53ec\u898b\u4eba\u6c11\u89e3\u653e\u8ecd\u7e3d\u53c3\u8b00\u9577\u7f85\u745e\u537f\uff0c\u547d\u4ee4\u7f85\u7a4d\u6975\u5099\u6230\u3002\u4e2d\u5171\u57286\u670810\u65e5\u767c\u4f48\u4e86\u300c\u95dc\u65bc\u6e96\u5099\u7c89\u788e\u570b\u6c11\u9ee8\u8ecd\u9032\u72af\u6771\u5357\u6cbf\u6d77\u5730\u5340\u7684\u6307\u793a\u300d\uff0c\u540c\u6642\u8abf\u96c6\u4e86\u5927\u6279\u7684\u5175\u529b\u9678\u7e8c\u5411\u798f\u5efa\u5730\u5340\u96c6\u7d50\u3002\u7f8e\u570b\u57286\u6708\u4e2d\u65ec\u6240\u7372\u5f97\u7684\u60c5\u5831\u986f\u793a\uff0c\u4e2d\u5171\u5df2\u7d93\u8abf\u52d5\u4e867\u500b\u5e2b\u7684\u5175\u529b\uff0c\u9810\u8a08\u5f8c\u7e8c\u9084\u67095\u500b\u5e2b\u52a0\u5165\u3002\u96d6\u7136\u7f8e\u570b\u8a8d\u70ba\u9019\u662f\u4e2d\u5171\u81ea\u97d3\u6230\u7206\u767c\u4ee5\u4f86\u6700\u5927\u898f\u6a21\u7684\u5175\u529b\u8abf\u52d5\uff0c\u537b\u4e0d\u6e05\u695a\u4e2d\u5171\u7684\u771f\u6b63\u76ee\u7684\u70ba\u4f55\u3002<\/p>\n<p>As a consequence, CIA stepped up Det H&#8217;s intelligence collection efforts and planned eight NESTEGG in June alone.
