As the National Defense Organization Act becomes effective, the General Headquarters of the Air Force, Army, and Navy are to be downgraded to the Command status. These Commands are headed by Commanders, rather than Commander-in-Chief.
President Chen Shui-bian (陳水扁) has named General Shen Kuo-chen (沈國禎), General Hu Chen-pu (胡鎮埔), and Admiral Lin Chen-yi (林鎮夷) as the new Air Force Commander, Army Commander, and Navy Commander, respectively. The current Air Force Commander-in-Chief General Liu Kuei-li (劉貴立), Army Commander-in-Chief General Chu Kai-sheng (朱凱生), and Navy Commander-in-Chief Admiral Chen Pang-chih (陳邦治) are appointed as Strategy Advisers to the President.
